Russian «shadow fleet» increases risk of accidents in the Baltic Sea, say Finnish environmental experts

The Finnish Parliament’s Environment Committee has heard expert testimony regarding the risks posed by Russia’s «shadow fleet.»

The committee examined the risks that Russia’s shadow fleet poses to the Baltic Sea region and the environment, hearing views from several experts on the matter.

Committee Chair Krista Mikkonen (Green League) noted that environmental risks have risen since the Russian Federation began transporting oil using its shadow fleet.

«The [shadow fleet] vessels are in poor condition, and crew training levels are low. Risks have increased significantly. That is why it is particularly important to ensure an effective response in the event of an emergency,» Mikkonen stated.

Following consultations, the committee concluded that while authorities have the situation under control, legislation in this area needs to be improved. The government is currently drafting legislation to address other chemical-related risks.

Finnish environmental experts also highlighted the need to step up efforts against the shadow fleet at the European level, including through the seizure of tankers on the high seas.
